Feathered Friends in British Columbia

I wonder what birds clustered by the thousands on this construction crane in Victoria? Starlings perhaps, or blackbirds, or some migrating flocks undisturbed by the owl statue placed on the crane to deter them. These other birds are a Hooded Merganser, a Great Blue Heron, a Eurasian Wigeon, a pair of Trumpeter Swans, a lone Dunlin, and since it was Canada, a Canada Goose beside another Great Blue Heron.
